Last year, HTRA set up a working group to take forward proposals to upgrade the Embankment.
Involved in the group are Edward Cherrie, Regina Fraser and HTRA Chair, Alan Mauchan.
To date activities have included * Updating Project Plans* Identifying Funding Sources* Obtaining Quotations for work.
Any major works to the Embankment and the Terrace is a priority for every resident.
Owners are responsible for a share of the cost of environmental improvement and restorations works.
The HTRA is seeking funding from different sources to help with the costs.
A meeting with the Planning and Conservation Department of the City Council will take place in June.
The purpose is to present the case of Hampden Terrace and seek support with funding the Project.
Ballie John Lynch continues to be very supportive of the HTRA.
Following this a meeting with the Close Reps will be held to discuss the way forward.
ANNUAL FEES – WHAT DO YOU GET FOR YOUR MONEY?
Residents’ subscriptions are the life blood of the Association.
In the past two years collection of fees has been a bit erratic.
Each year the HTRA depends on an annual contribution of £12.50 per household..
Annual fees from residents help towards the upkeep of the Terrace. This includes the maintenance of the Embankment, trees and the hanging flower baskets.
Fees also help with administration of the Residents Association.
WELCOME TO NEW RESIDENTS – WHAT IS HTRA?
The Terrace boasts some of the finest examples of architecture in the Southside of the City.
Hampden Terrace Residents Association was set up many years ago to look at solutions for the crumbling wall of the Embankment. Owners in the Terrace have a joint responsibility for the upkeep and maintenance of the retaining wall and tree-lined Embankment.
HTRA comprises residents who have been investigating, planning and working towards turning these plans into a reality. Without funding this major repair will cost each resident thousands of pounds.
The HTRA has set up a Company for the Embankment Project.
Over the years fund-raising and contributions from residents has helped with feasibility studies, architects fees, administration, publicity and the maintenance of the Embankment.
The Embankment Clean-up is an annual event when residents volunteer to prepare the grassed area so that trimming can be carried out and to replenish the hanging flower baskets.
Some issues on the Terrace have remained for many years – parking, traffic, speeding cars!
A Police Survey carried out a few years ago determined that the average speed of traffic was 16mph – to date there are no firm plans in place for traffic restrictions.
If you have any innovative suggestions or want to get involved in pursuing this issue, speak to your close rep – and do come along to the next meeting, the date of which will be posted on your close door.
It became apparent to owners they were also the proprietors of the Embankment upon which Hampden Terrace is built.
The aims of the Association are to renovate the Category 'C' listed Terrace, renovate and upgrade the Embankment which has a limited lifespan on its present state and further, to engender a sense of community by organising social and cultural events for the benefit of residents of the Terrace and surrounding areas.
This involves regular Gala Days, Terrace Cleanup Days etc.
In 1997 though our local City Councilor, John Lynch, the Association was granted £10,000.00 by the City Council to conduct a feasibility study on the Terrace and Embankment. The Grant paid for Engineers' and Surveyors reports and Architectural plans.
Full Planning Permission and Listed Building Consent has been obtained.
The cost of renovating the Terrace and rebuilding The Embankment will be well in excess of £600,00.00
To enable the Association to raise the capital a non-profit making company limited by guarantee has been formed. It has broad aims, one of which is the renovation of Hampden Terrace and the Embankment. To raise the capital Charitable Status is mandatory so an application is in process of being made to the Inland Revenue in Scotland
The Inland revenue has to be convinced that we qualify for Charitable Status. As anyone who has taken part in attempting to make this happen knows, to reach this objective is like blundering around in a jungle of red tape with great hope and enthusiasm but armed with a blunt machete. After finding part of the way through some red tape everyone who has tried always finds another clump of red tape.
Back to the beginning again.
No matter what professional advice has been sought and acted upon, it always seems there is a more impenetrable red tape.
We had to find a person who could hack a way through the jungle of red tape. Someone who has had successful experience when dealing with officialdom and who knows their language. Even better if this person could take on our quest voluntarily and spend time and endless patience - making phone calls, writing letters, making the correct contacts and keeping appointments.
Such a person is Alastair who originally came to Hampden Terrace to see where one of his ancestors used to live.
Alastair became interested in our quest and with the eager encouragement of the executive committee of HTRA he started contacting 'officialdom' to find out where the problems lay. In the space of a few months Alastair had our Westminster MP and Holyrood MSP here on the Terrace.
Both of our elected representatives reacted by becoming involved through writing letters on our behalf to 'officialdom.'
Alastair has had conversations with our legal representatives and with the Inland Revenue who are dealing with our request for Charitable Status.
Remember that good crime prevention practice starts at home.
A positive approach promoting neighbourliness and looking out for one another is all that it takes.
Residents do not cause the problem; we know that we have to be careful and we all drive carefully and slowly down the Terrace. The problem comes from drivers who are using OUR road to dodge traffic queues on Prospecthill Road.
In November 1998 a brief study was undertaken by the Police to determine the speed of traffic travelling along the Terrace. This found the average to be 16.7mph and concluded there is no undue problem.
This brief study was carried out mid week over a 24hour period during mid-afternoon to the following mid-afternoon.
We all know the speeding takes place during the late afternoon - what the increase in the speed would have been if the survey had taken place on a Thursday from 4pm to the following day at 6pm.
There IS a problem and it has become much worse in the past years. The new road layouts on the South Side have meant that much more traffic uses the Terrace to dodge the queue on Prospecthill Road; but even worse that this is the tendency for drivers to 'step on the gas' on the lower stretch towards the lights - and 'jump the red'.
Hampden Terrace is a narrow road with no pavement. There have been many instances of near misses and it seems that the powers-that-be will do nothing until someone is seriously injured or killed.
